Telephone and Subscription

Can a telephone and subscription be taken by some one who doesnt have active debts at Kronofogden, but have some notes in the past? (last one being in Feb this year)

It will be difficult to get if not impossible. Since getting the new phone on the subscription constitutes a loan I think. If the phone is not the problem, there are enough prepaid plans that might be handy.
